1.Training Requirements for Transporting Ammunition and Explosives
a.Training in transporting hazardous materials will be consistent with title 49 CFR part 171,
and AR 600-55
b.Uniformed personnel taking part in the transportation of ammunition and explosives must be trained.This includes those who drive and load the truck, pack ammunition in the boxes, or mark and label the ammunition (49 CFR, part 172.702(b)).
c.As a minimum, military vehicle operators must receive familiarization and safety training in the following areas (49 CFR, part 171, and AR 600-55, para 4-9):
(1) Definition of hazardous materials
(2) Placarding requirements
(3) Handling (loading and unloading) hazardous materials
(4) Regulations and procedures pertaining to transporting hazardous materials
(5) Operation of emergency equipment to include fire extinguishers
(6) Forms and records (includes accident reporting)
(7) Blocking and bracing
(8) Emergency response procedures
(9) Vehicle parking rules
(10) Route selection (established ammo routes)
e.HAZMAT training is separated into three areas (49 CFR 172.704):
(1) General awareness/familiarization
(2) Function-specific, driver training for each HAZMAT employee operating a motor vehicle
(3) Safety training
f.Commanders may obtain the HAZMAT 'Familiarization & Safety in Transportation', Computer Based Training, AMMO-67-CBT, that is a self-paced CD ROM tutorial, and is available free of charge from the U.S. Army Defense Ammunition Center http://www.dac.army.mil/.
g.The CD provides two of the three training requirements needed.The 49 CFR 172.704 describes required HAZMAT training for ammo drivers/handlers.
h.The CD AMMO-67-CBT is a tool to teach general awareness/familiarization and safety.The unit must teach the Function-specific training requirement.A qualified person should be selected to teach the Functional-specific portion.The training that the unit will need to teach for Functional-specific should be defined between the ASP and your unit instructor and should include unit specific vehicle/ammunition concerns and proper use of DD Form 836.The Fort Sill ASP offers help to the units with blocking and bracing and DD Forms 836 and 626.

2.Forms needed to Transport Ammunition and Explosives
DD Form 626 (Motor Vehicle Inspection Report) and DD Form 836 (Special Instructions for Motor Vehicle Drivers) are required for uniformed personnel transporting ammunition or explosives.
a.Vehicle drivers will be properly licensed on the vehicle they drive and their license must have a HAZMAT endorsement.
b. Vehicles must be inspected at the unit, DD Form 626, prior to arriving at the ASP. The inspector will check to ensure the vehicle can operate safely and is free of grease accumulations that may cause a fire.
c.The vehicle must be equipped with two fully charged dry chemical, 10 BC, fire extinguishers.Tags
must be attached to the extinguishers to show the date of the monthly inspection and the initials of the person conducting the inspection (FM 21-305, chapter 19).
d.Loads will be blocked and braced IAW FM 55-17 and AMC 19-48 series loading drawings. Call the ASP if assistance is needed.Units are required to provide sufficient tie down straps to meet loading requirements.
e.Vehicle operators will be in possession of a written ammunition route plan--available at the ASP.
f.Clearly label or placard vehicles on all four sides to warn other traffic IAW CFR 49 part 172, subpart f.

Write in the bill of lading and transportation control number on form DD 626. Fill in section one to record the inspection documentation. Include the origin and destination requirements concerning the carrier or government organization doing the hazardous materials transportation, the inspection's date and time, location, the motor vehicle operator's name, the operator's license number and a medical examiner's certificate.
Verify the operator has the appropriate paperwork, such as a valid lease, route plan, driver's vehicle inspection report, military hazmat endorsement and other specified information. Document whether the vehicle is displaying the CVSA decal as commercial equipment used for transport.
Write in the necessary information in section two for the physical mechanical inspection. Record the type of vehicle and the vehicle's number. Start your inspection of all parts listed, marking down whether the equipment is satisfactory or not. Leave any additional comments.
Complete the second section by indicating whether you accept or reject the vehicle as appropriate for hazardous materials transport. Indicate whether the satellite surveillance system is in acceptable condition. Write in any additional remarks and sign the document section as either the inspector at the facility where the hazardous material is shipped from or the inspector at the receiving facility.
Finish the inspection by completing section three for the post loading of the hazardous equipment. Place a check mark in the satisfactory or unsatisfactory category concerning the loaded containers; for example, are they secured without moving and does the shipment include proper government shipping papers? Sign the line along section three as either the inspector at the destination facility or at the origin destination. Have the driver sign on the appropriate line.
